You need to have two different Sites. One that you want to Promote here and a Second different Site where you host the Reciprocal anchor Backlink from the above section.
Link submissions would be deleted if you dont provide the URL of your second Site in the Input Field "Reciprocal URL" where the Reciprocal Anchor Backlink is hosted by You.
For having the Reciprocal Link on your Page just copy it from the Top Fieldsection and post it exactly as above in your HTML document inside your second Site.
